About this opportunity
The Army Contracting Command-Rock Island (ACC-RI), on behalf of the Office of Project Lead Joint Services, is seeking industry responses regarding the design, development, construction, commissioning, and operation of a Center of Excellence for energetics production at Blue Grass Army Depot, Kentucky. The facility will focus on scale-up and production of current explosives such as Research Department Explosive (RDX) and High Melting Explosive (HMX), as well as next-generation emerging explosives materials. Key requirements include demonstrated capability in explosives process design and scale-up, facility design and construction with explosive qualification, facility operations and safety compliance, Explosive Safety Site Plan preparation, and environmental permitting. The government prefers a single, integrated campus model but will consider distributed or networked concepts. Responses are limited to 40 pages and must be submitted by April 29, 2026 at 5:00 PM CDT, with questions due by April 10, 2026 at 5:00 PM CDT.
This pre-solicitation notice contains no set-aside designations and does not identify any current contractors. The project has an $900 million budget allocated for design, construction, and certification, with completion targeted prior to 2031. Congress appropriated funding through the Fiscal Year 2026 Department of Defense Appropriations Act under the Capability Program Executive for Ammunition and Energetics. Responses must include a Rough Order of Magnitude cost breakdown by facility, pricing per pound for RDX and HMX components with five and ten-year fixed prices, proposed self-investment details, and identification of the optimal contracting vehicle. The government intends to award a non-competitive, sole-source Undefinitized Contract Action under Class Deviation 2024-00005 with a firm-fixed-price ceiling not-to-exceed value based on vendor responses. The site encompasses approximately 89.25 acres with existing infrastructure including 33 MVA electrical capacity, water capacity of 720,000 gallons per day (expandable to 1 million gallons per day), and rail access.
