About this file

This document is a Questions and Answers (Q&A) record for a Sources Sought Notice (SSN W519TC-26-R-0019) issued by the U.S. Army on April 17, 2026, regarding the Energetics Center of Excellence (ECOE) to be located at Blue Grass Army Depot (BGAD) in Kentucky.

The ECOE project involves designing and constructing a new energetics production facility on approximately 89.25 acres at BGAD, with a $900 million budget allocated for design, construction, and certification (excluding remediation of the existing BGCAPP site). The facility will focus primarily on explosives production, with propellant manufacturing as secondary, including potential production of energetic materials such as RDX, HMX, and next-generation compounds like CL-20. Three existing facilities will remain operational; all others will be demolished. The Government intends to retain unlimited rights to all technical data associated with its investment. Contractors should identify opportunities for site reuse and facility optimization in their responses. The project allows for novel business models, including tenancy arrangements. Key site infrastructure includes electrical power from KU's 138 KV line with a 3.3 MW diesel backup generator, water supply from BGAD and Richmond Utilities, and 144 strands of fiber optic communication lines. The site is not in a high-risk flood area, though tornadoes occur in the region. Contractors will be responsible for funding utility restoration, upgrades, extensions, and new systems, while the Government will establish a Shared Services Agreement to address security and maintenance costs. The facility must comply with Unified Facilities Criteria (UFC) standards and operate under a separate air permit. No target capacity amounts have been established, and the demolition schedule is not driving award milestones for the ECOE.
