About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Sigonella, acting on behalf of Commander Naval Installations Command, is conducting market research through this Sources Sought Notice to identify qualified companies capable of providing ship towing services at Naval Station Rota in Spain. The U.S. Navy seeks to procure tugboat services for U.S. Navy Ships, Naval Fleet Auxiliary Force vessels, Military Sealift Command ships, and U.S. Coast Guard vessels operating from the Port of Rota. Qualified respondents must demonstrate operational capability with appropriate tugboat fleets, relevant experience performing ship towage services in the Bay of Cadiz region, and compliance with Spanish labor laws and local regulations. The government will evaluate responses based on contractors' qualifications, tugboat fleet specifications, operational capabilities, and capacity to meet Navy requirements. Interested companies must submit capabilities statements by May 7, 2026, detailing their company qualifications, tugboat fleet composition, relevant experience, and capability to perform work in the Cadiz area.

No set-aside designation applies to this procurement. The government has not identified incumbent contractors or specified award values in this pre-solicitation notice, as the Sources Sought Notice is intended for market research and acquisition planning rather than formal contracting. However, the Draft Performance Work Statement indicates that the eventual contract will be structured as an Indefinite Delivery Indefinite Quantity agreement with a five-year ordering period, requiring contractors to maintain a minimum fleet of two Tractor Style Tugs with 4000 SHP and two Conventional Tugs with 2000 SHP as backup. Services will be priced on a firm-fixed basis according to vessel Gross Tonnage, with standard service duration of two hours, and contractors must maintain 24/7/365 availability with greater than 95 percent confirmation response time and greater than 98 percent on-time performance standards.
