About this file
This is a Draft Performance Work Statement (PWS) for towage services at Naval Station Rota, Spain. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a five-year ordering period. NAVSUP FLC is the primary ordering office, though other agencies such as the U.S. Coast Guard may also issue task orders. The contractor must provide towage services for U.S. Navy Ships (USS), Naval Fleet Auxiliary Force (NFAF) ships under Military Sealift Command (MSC), and U.S. Coast Guard (USCG) vessels operating from the Port of Rota.
The PWS specifies two primary tug boat types: Tractor Style Tugs (minimum 4000 SHP, 52-ton Bollard pull rating) and Conventional Tugs (minimum 2000 SHP, 28-ton Bollard pull rating). Both must be fendered to prevent damage to vessels, capable of operating in 40-knot winds and 15-foot seas, and equipped with fire suppression systems, radar, and fathometer. The contractor must maintain minimum availability of two tractor-style tugs with two conventional tugs as backup, though the government may order all four tugs concurrently. Standard service duration is two hours with pricing based on vessel Gross Tonnage (GRT). Additional pricing applies for hourly detention/standby charges (prorated quarterly after one hour), services to vessels without helm or propulsion (3.5 hours), simultaneous multi-vessel services (with fixed reductions), and cancellation fees. All ELIN prices are firm fixed and include overtime and holiday surcharges. The contractor must be available 24/7/365 with minimum response time requirements (>95% of requests confirmed within specified timeframe, >98% on-time performance). Contractor personnel require Base Access to Naval Station Rota and must complete an in-person transition period meeting within 14 days of award to coordinate with Port Operations and memorize command signals. Invoicing must occur within seven calendar days of service completion and include contractor name, contract/task order number, service date, vessel name, ELIN type/quantity, unit and extended pricing, and total invoice amount.
