About this opportunity
The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to identify potential sources for a line current differential relay that can provide equal performance capabilities to the SEL-387L manufactured by Schweitzer Engineering Laboratories. The government intends to procure this specialized electrical protection equipment under a sole source arrangement unless other suppliers can demonstrate comparable products that meet the stringent technical requirements. The required relay must provide line current differential protection for two-terminal lines, complete phase and ground fault protection, programmable logic control capabilities, support for multiple communication protocols including Modbus, DNP3, and IEC 61850, and reliable operation in harsh industrial or substation environments with extended temperature ranges and high immunity to electrical interference. Interested parties must submit complete technical data, information, and specifications to enable government evaluation of product compatibility with existing systems. The response deadline is September 17, 2025, with submissions required to be typed in at least 11-point Times New Roman font on single-sided 8.5 by 11 inch pages.
This procurement opportunity does not include any set-aside designations and is open to all eligible contractors. Schweitzer Engineering Laboratories, located at 2350 NE Hopkins Court, Pullman, WA 99163, appears to be the current provider of the SEL-387L relay that serves as the performance benchmark for this market research effort. The notice does not specify any award values, budget ranges, or quantities of equipment to be procured, as this is strictly a market research initiative rather than a formal solicitation. The government emphasizes that this notification should not be construed as a commitment to issue any solicitation, request for proposals, or award a contract. The procurement falls under NAICS code 335314 for Relay and Industrial Control Manufacturing, indicating the specialized nature of the electrical protection equipment being sought.
Notice text
The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide a line current differential relay that has equal performance capabilities as the SEL-387L, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163. The alternate product/service must meet the following requirements/specifications:
Provide a line current differential relay designed for feeder protection with the following capabilities:
- Line current differential protection for two-terminal lines with the same ratio current transformers on each end.
- The relay enables complete phase and ground fault protection.
- Programmable Logic Control – Allow user-configurable logic of the input and outputs without additional PLCs.
- Communications and Protocols – Support multiple industry-standard communication protocols, including Modbus, DNP3, and IEC 61850 for integration into SCADA or automation systems.
- Harsh Environment Operation – Operate reliably in industrial or substation environments, with extended temperature range and high immunity to electrical interference, vibration, and humidity.
This notification is for market research purposes only and should not be construed as a commitment of any kind by the U.S. Government to issue a solicitation, request for proposals, quotes, or invitation of bids or award a contract.
Interested parties with a comparable product meeting the requirements described in this announcement are invited to submit complete technical data, information and specifications in order for the Government to conduct an evaluation of your product to ensure compatibility with the existing system.
