About this opportunity

The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to identify potential suppliers for a real-time automation controller that meets or exceeds the capabilities of the SEL-3530 manufactured by Schweitzer Engineering Laboratories. The government is seeking an automation controller with a 32-bit microcontroller featuring error correcting code RAM, built-in web server, SCADA system compatibility, and secure communications pathways that operates as both a programmable logic controller using IEC 61131-3 standards and a communications processor/gateway. The equipment must be capable of harsh environment operation with extended temperature range and high immunity to electrical interference, vibration, and humidity for industrial or substation environments. Interested parties must submit complete technical data, specifications, and company information in Adobe PDF format with typed responses in at least 11-point Times New Roman font on single-sided 8.5 by 11 inch pages. Responses are due by September 18, 2025, and the evaluation will focus on compatibility with existing systems and equal performance capabilities to the referenced SEL-3530 model.

This opportunity does not include any set-aside designations and is open to all qualified suppliers. Schweitzer Engineering Laboratories of Pullman, Washington, is identified as the manufacturer of the current reference product (SEL-3530) that the government is using as the performance benchmark. No award values, budget ranges, or quantity requirements are specified in this pre-solicitation notice. The government emphasizes that this market research notification should not be construed as a commitment to issue any solicitation or award a contract, indicating this is purely an information-gathering exercise at this stage. The opportunity is classified under NAICS code 335314 for Relay and Industrial Control Manufacturing and PSC code 6110 for Electrical Control Equipment. No timeline for potential services or delivery schedules is provided in the current notice.
