About this opportunity
The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to identify potential alternatives to the SEL-351S automation controller relay manufactured by Schweitzer Engineering Laboratories for feeder protection applications. The government currently intends to procure this product from a single responsible source but seeks to determine if other suppliers can provide equivalent capabilities. Alternative products must provide comprehensive feeder protection including overcurrent, undervoltage, overvoltage, frequency protection, automatic reclosing, synchronism checks, and system monitoring capabilities. Additionally, products must feature programmable logic control without requiring additional PLCs, support multiple communication protocols (Modbus, DNP3, and IEC 61850), and operate reliably in harsh industrial environments with extended temperature ranges and immunity to electrical interference, vibration, and humidity. Interested vendors must submit technical responses in Adobe PDF format using 11-point Times New Roman font or larger on single-sided 8.5 by 11 inch pages by September 17, 2025.
This pre-solicitation notice indicates no set-aside designation is being utilized for this procurement opportunity. The current potential incumbent appears to be Schweitzer Engineering Laboratories (SEL), located at 2350 NE Hopkins Court, Pullman, WA 99163, as the manufacturer of the SEL-351S system that serves as the baseline for comparison. The notice does not specify any award values, budget ranges, or quantities of equipment to be procured. The government emphasizes this is strictly a market research exercise and does not constitute any commitment to issue a formal solicitation or award a contract. The seven-day response window from September 10 to September 17, 2025, suggests the government is seeking prompt industry feedback to inform their procurement strategy. Technical evaluations will focus on compatibility with existing systems and the ability to meet the specified performance requirements across all functional areas.

The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide an automation controller relay that has equal performance capabilities as the SEL-351S, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163. The alternate product/service must meet the following requirements/specifications:
Provide control relay designed for feeder protection with the following capabilities:
- Overcurrent, undervoltage, overvoltage, frequency protection, automatic reclosing, synchronism checks, and system monitoring capabilities.
- Programmable Logic Control – Allow user-configurable logic of the input and outputs without additional PLCs.
- Communications and Protocols – Support multiple industry-standard communication protocols, including Modbus, DNP3, and IEC 61850 for integration into SCADA or automation systems.
- Harsh Environment Operation – Operate reliably in industrial or substation environments, with extended temperature range and high immunity to electrical interference, vibration, and humidity.
