About this opportunity
The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to identify potential suppliers for a software-defined networking ethernet switch that can match the performance capabilities of the SEL-2741 manufactured by Schweitzer Engineering Laboratories. The procuring agency is specifically seeking a 24-port, 1U rack-mount switch capable of supporting both 100Mbps and 1Gbps ports with copper and SFP fiber connections, delivering sub-100 microsecond failover performance, and operating as a Precision Time Protocol transparent clock with IEEE C37.238 power system profile support. The switch must also operate reliably in harsh industrial or substation environments with extended temperature range and high immunity to electrical interference, vibration, and humidity, while including Form C alarm contacts and supporting Syslog and SNMP monitoring. Interested parties must submit complete technical data, information, and specifications in Adobe PDF format using at least 11-point Times New Roman font on single-sided 8.5 by 11 inch pages. The response deadline is September 17, 2025, just seven days after the posting date of September 10, 2025.
This pre-solicitation notice does not include any set-aside designations, indicating it is open to all qualified contractors. Schweitzer Engineering Laboratories (SEL) of Pullman, Washington, is identified as the manufacturer of the current reference product (SEL-2741) that the government is seeking to match or replace, though the notice does not explicitly identify them as an incumbent contractor. The government has not disclosed any specific award values, budget ranges, or quantities for this procurement opportunity. The notice emphasizes that this is purely for market research purposes and should not be construed as a commitment by the government to issue any formal solicitation or award a contract. The opportunity falls under NAICS code 335314 for Relay and Industrial Control Manufacturing and PSC code 6110 for Electrical Control Equipment.
