About this opportunity
Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to identify alternative sources for a transformer protection relay by July 30, 2026, as part of Fiscal Year 2027 SIOP Project P-8026 Electrical Backbone at Pearl Harbor Naval Shipyard and Joint Base Pearl Harbor-Hickam, Hawaii. NAVFAC Pacific intends to use the Schweitzer Engineering Laboratories SEL-2440 and SEL-587Z as the basis of performance requirements; the survey determines whether other manufacturers can supply equivalent products.
The required product is a discrete programmable automation controller with distributed automation and control capabilities, performing high-speed monitoring, control, and automation of substation equipment using configurable logic, distributed input/output, and communications capabilities. The controller must support bay control, equipment interlocking, alarm processing, and local automation functions. Configurable digital inputs and outputs must monitor equipment status and control circuit breakers, disconnect switches, alarms, and auxiliary equipment, with high-speed input processing for critical control applications. The system must integrate with protective relays, SCADA systems, real-time automation controllers, and intelligent electronic devices using industry-standard communications protocols. The controller shall provide Sequential Events Recorder, event logging, alarm indication, and diagnostic capabilities for post-event analysis and maintenance, and support distributed automation architectures through programmable logic, time-synchronized event recording, and Ethernet communications.
This is not a set-aside procurement. Respondents should submit capability statements to address the market survey by the July 30, 2026 due date.
Notice text
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a transformer protection relay that has equal performance requirements as the SEL-2440, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163.
Fiscal Year 2027 SIOP PROJECT P-8026 ELECTRICAL BACKBONE Pearl Harbor Naval Shipyard and IMF Joint Base Pearl Harbor-Hickam, Hawaii, requires transformer protection relay that has equal performance requirements as the SEL-587Z.
Provide discrete programmable automation controller with the following capabilities:
- Distributed Automation and Control – Provide a discrete programmable automation controller to perform high-speed monitoring, control, and automation of substation equipment using configurable logic, distributed input/output (I/O), and communications capabilities. Support bay control, equipment interlocking, alarm processing, and local automation functions.
- Discrete Input/Output – Provide configurable digital inputs and outputs for monitoring equipment status, controlling circuit breakers, disconnect switches, alarms, and auxiliary equipment. Support high-speed input processing and output operation for critical control applications.
- Communications and System Integration – Support integration with protective relays, SCADA systems, real-time automation controllers (RTACs), and intelligent electronic devices (IEDs) using industry-standard communications protocols as required.
- Reporting and Monitoring – Provide Sequential Events Recorder (SER), event logging, alarm indication, and diagnostic capabilities to document equipment status changes, control operations, and system events for post-event analysis and maintenance.
- Substation Integration – Support distributed automation architectures through programmable logic, time-synchronized event recording, and Ethernet and serial communications, enabling reliable coordination of protection, control, monitoring, and SCADA functions throughout the substation.
