About this opportunity

The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting a market survey to identify potential sources for three Schneider Electric PowerLogic ION8650B meters or equivalent alternatives. The procurement supports FY26 Military Construction Army Project P-219 Pacific Deterrence Initiative: Guam Defense System, Forward Operating Sites, JR Marianas, Guam. The required meters must be fully compatible with existing Schneider PowerLogic ION enterprise control system platform servers in Building 3190 and support revenue metering, power quality analysis, equipment monitoring, and energy management applications. The specifications include true RMS measurement with 1024 samples per cycle, 0.1% measurement accuracy for current and voltage, and compatibility with various voltage and current input ranges. This sources sought notice was posted on August 19, 2025, with responses due by September 3, 2025.

This procurement does not include any set-aside designations and is open to all qualified vendors. The notice specifically mentions Schneider Electric as the brand name product provider, suggesting they may be the current or preferred supplier for this type of equipment. The procurement quantity is limited to three meters, indicating a relatively small-scale acquisition focused on compatibility with existing infrastructure rather than a large-scale deployment. The meters must meet stringent technical specifications including specific voltage ranges (57V to 277V V L-N, 600V L-L maximum), current ratings (1A, 2A, 5A, and 10A nominal), and various power supply options ranging from 120-480V AC configurations. The project is part of the Pacific Deterrence Initiative, reflecting its strategic importance to defense operations in the Pacific region.
