About this opportunity

The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting a market survey to identify alternative sources for Supervisory Control and Data Acquisition (SCADA) relays and devices designed to operate on 13.8kV systems for Naval Base Guam. The procurement seeks products with equivalent performance and listing/approval requirements to current Schweitzer Engineering Laboratory (SEL) products, including protection relays, managed Ethernet switches, fiber-optic transceivers, automation controllers, and security gateways. Key requirements include communication compatibility with the existing Naval Base Guam Utility Monitoring and Control Systems, maintenance of current cybersecurity approvals and Authority to Operate standards, incorporation of advanced Operational Technology Software-Defined Networking solutions, configurable and flexible logic capabilities, a ten-year warranty with a minimum twenty-year design life, and adherence to existing operating principles. This pre-solicitation notice was posted on October 24, 2025, with responses due by November 7, 2025, providing potential vendors approximately two weeks to submit their sources sought information.

This pre-solicitation notice carries no set-aside designation, indicating open competition among all eligible contractors. The procurement is funded through Fiscal Year 2025 Military Construction Project P-1181, titled "Harden Critical Feeders on Naval Base Guam" under the Joint Region Marianas command. While specific award values and quantities are not detailed in this pre-solicitation phase, the scope encompasses a comprehensive suite of electrical protection and control equipment spanning multiple device categories and functions. The current incumbent appears to be Schweitzer Engineering Laboratory, as the market survey specifically seeks equivalent alternatives to their established product line. This market survey phase precedes formal solicitation and allows NAVFAC Pacific to determine market availability before making final source selection decisions.
