About this opportunity
The Federal Aviation Administration (FAA), operating under the Department of Transportation, is conducting a market survey to identify vendors capable of providing Composite Awareness Training for Flight Standards Operations Inspectors. The training must cover composite material selection and storage, non-destructive testing and inspection methods, damage assessment, and fabrication procedures for composite aircraft structures, delivered through instructor-led classroom instruction at a brick-and-mortar facility located in the United States. Qualified contractors must demonstrate extensive experience in composite aircraft maintenance and repair training, with instructors possessing a minimum of three years' documented experience in delivering such training and at least one instructor holding an FAA Airframe or Airframe and Powerplant Mechanic Certificate. The FAA is evaluating responses based on capability statements, geographic service areas, and proposed approaches for accomplishing the work, with particular consideration given to contractor past performance on related contracts and experience with specific aircraft types. Interested vendors must submit their responses by February 27, 2026, with all questions directed via email to the contract specialist; no phone calls will be accepted.
This is not a set-aside contract and is open to full and open competition. The market survey carries no award value at this stage, as it is purely informational and the FAA will not reimburse vendors for response preparation costs. The training must deliver a minimum of 32 hours of instruction per class with a maximum class size of 12 students, with the FAA planning to schedule up to 10 classes per year. Contractors should preferably locate their training facility within 25 miles of a major airport with U.S. air carrier service, and training must be scheduled Monday through Friday with sessions beginning no later than 9:00 a.m. local time. The applicable NAICS code is 611512 (Flight Training) with a small business size standard of $34 million in annual revenues, and the FAA will use the resulting market survey information to inform its approach to the eventual solicitation, which may employ either competitive or limited competition procurement methods.
