About this opportunity

The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting a market survey to identify alternative sources for Remote Terminal Units (RTUs) equivalent to the General Electric G500 model. This pre-solicitation notice seeks detailed technical data from potential suppliers to determine if their products meet the Government's performance and listing/approval requirements for a military construction project at Naval Base Guam. All RTU systems must achieve 100 percent compatibility with the existing GPA SCADA system and communicate in accordance with GPA specification E-028. Interested vendors must submit comprehensive technical documentation demonstrating compatibility with the existing infrastructure, though company brochures are explicitly not requested. Responses must be submitted electronically to Ms. Kory Ann Jury by December 15, 2025, at 2:00 p.m. HST, with the understanding that this submission is for market research purposes only and does not constitute a binding procurement action.

No set-aside designations apply to this opportunity. General Electric is currently identified as the incumbent supplier through its G500 Remote Terminal Unit model. The project requires eight RTUs to support four GPA-owned SCADA systems at Naval Base Guam as part of Fiscal Year 2025 Military Construction Project P-1181, titled "Harden Critical Feeders on Naval Base Guam," though no specific budget or award value is disclosed in this pre-solicitation notice. The Government reserves the right to disregard any incomplete or vague submissions and explicitly notes that responses are the responder's responsibility, with the Government incurring no obligation to award a contract based on information received. This notice was initially posted on October 29, 2025, and subsequently modified to extend the deadline and revise the model specification from D500 to G500.
