About this opportunity
The Albuquerque Area Indian Health Service intends to solicit tribal operator certification exam preparation training services under an Indian Small Business Economic Enterprise (ISBEE) Set-Aside or Total Small Business Set-Aside, with sources-sought responses due October 16, 2026.
The contractor must be an EPA-approved water certification program provider authorized to issue tribal water operator certifications at levels 1–4 for distribution and treatment, with minimum five years' experience operating a certification program and providing training to tribal or small rural communities. All trainers must maintain certifications equal to or higher than the course level, possess minimum five years' industry experience, and demonstrate adult education expertise with preference for Native American experience.
Work encompasses two tasks: Operator Certification Program Management (reviewing and processing applications for water, wastewater, utility management, and federal regulations certifications; maintaining a secure, 508-compliant website accessible 24/7/365; coordinating minimum one annual tribal operator workgroup meeting and one annual program advisory committee meeting; and providing monthly reporting) and Operator Certification Trainings (delivering blended, virtual, or in-person preparation courses for up to 30 operators per training, including water distribution and treatment, wastewater collection and treatment, utility management, lagoon operation, federal regulations, operator math, and safe drinking water act topics, with exam proctoring and course documentation). Anticipated training volume is 5–15 courses per year. Performance is five contract years with payment structured per operator certification application received for program management and per training class for instructional delivery, including all instructor travel, per diem, lodging, platform fees, and exam fees.
Respondents must be registered in SAM, provide company name and UEI, identify business size status (ISBEE, HUBZone, SDVOSB, SDB, WOSB), and complete the IHS IEE Representation Form. NAICS 611430 applies; offerors may propose an alternative NAICS with rationale.
