About this opportunity
The Department of the Army Materiel Command Army Contracting Command is seeking qualified sources for preventive maintenance and repair services of mobile and stationary equipment at Aberdeen Proving Ground (APG) in Maryland. This Sources Sought Notice (solicitation number W911QX26QA021) is issued for market research purposes to identify potential contractors capable of providing routine preventive maintenance, diagnostic services, corrective repairs, parts replacement, and equipment servicing for both mobile assets (vehicles and mobile equipment) and stationary equipment (generators, compressors, and facility-based systems). Contractors must comply with manufacturer specifications, maintain detailed maintenance logs and documentation, provide emergency response capabilities, and ensure minimal equipment downtime while adhering to performance standards, quality requirements, reporting procedures, and safety protocols. This is a pre-solicitation notice only and does not constitute a formal request for proposals; responses will not be evaluated or scored, and respondents will not be notified of results. Interested parties, particularly small businesses including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB firms, should submit concise overviews of company experience, qualifications, business classification, and relevant past performance to Contract Specialist Myoung J. Kang-Jones (myoung.j.kang-jones.civ@army.mil, 520-672-9558) no later than 11:59 pm Eastern Standard Time on January 27, 2026, which is five days after the posting date of January 20, 2026.
No set-aside designation has been applied to this procurement, though small businesses and disadvantaged business concerns are actively encouraged to participate. The current incumbent contractor is Solid Equipment Inc. (SEI), as evidenced by the equipment maintenance records included in the performance work statement attachments. The contract structure consists of one base year with two optional one-year renewal periods, providing a potential total performance period of 36 months. The equipment inventory requiring maintenance support includes over 500 mobile assets (trucks, cranes, forklifts, trailers, generators, mowers, tractors, excavators, and utility vehicles) and approximately 140 stationary assets (air compressors, hoists, various crane types, chain falls, and lifting equipment) across the APG facility, representing substantial scope for this maintenance services requirement. The NAICS code classification is 811310 (Automotive Repair and Maintenance) with a small business size standard of $12,500,000, and the contracting office is located at 2800 Powder Mill Road, Building 601, Adelphi, Maryland 20783.
