About this opportunity

The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific), under the Department of the Navy, is conducting a market survey to procure two 38kV metal clad distribution switchgear units for the SATCOM Facility at Marine Corps Base Camp Blaz, Guam. The primary objective is to determine whether alternative sources can provide switchgear with equal performance and listing/approval requirements as the Myers Power Products 38kV Metal Clad Distribution Switchgear. All proposed equipment must conform to the Guam Power Authority's (GPA) technical requirements for connection to the 34.5 kV utility network and be capable of integration with existing installations. The switchgear must feature uniform 42-inch cell width, standardized operating devices, interfaces, and controls to ensure interoperability, ease of operation, and consistency across multiple installations. Critical requirements include fully interchangeable breakers, identical control contact cluster configurations, and alignment with GPA's maintenance procedures and spare parts standardization. Responses to this pre-solicitation notice are due by March 31, 2026, providing potential suppliers with a two-week window to submit their capabilities and documentation.

This pre-solicitation notice carries no set-aside designation and serves as a notice of intent regarding the brand name Myers Power Products switchgear as the baseline requirement. The solicitation is associated with Work Order No. 1737026 under Fiscal Year 2024 Military Construction funding for the Joint Region Marianas Project 678. While specific contract award values and total budget ranges are not disclosed in this pre-solicitation notice, the procurement involves two switchgear units that will become government-owned and subsequently transferred to the Guam Power Authority for long-term operation. The detailed technical specifications and interoperability requirements indicate a complex, mission-critical installation where equipment standardization and compliance with utility authority standards are paramount considerations for award.
