About this opportunity
The Department of Veterans Affairs Network Contracting Office 7 (NCO 7) is conducting market research through a Sources Sought notice for a Multiaxial Mechanical Tester to be used at the Ralph H. Johnson VA Medical Center's LaRue laboratory for biomechanical research. The specialized equipment must have a compact benchtop footprint under 10 x 15 x 30 inches and be capable of performing four specific mechanical tests on mouse bone samples: 3-point bend, 4-point bend, compression, and torsion testing. Additional requirements include a color camera for test documentation, computer with Mac-1 Motion and Mach-1 Analysis software or equivalent, and user-friendly online training modules. Interested companies must submit their capabilities statement electronically to jeremy.calligan@va.gov by June 24, 2025, including company contact information, SAM UEI/Cage Code, small business status, and a capabilities statement addressing the technical requirements. The government will evaluate responses to determine potential set-aside requirements for any future solicitation based on the rule of two being met.
Currently, no set-aside designation has been established, though the VA indicates they will review responses to determine if set-asides under 38 U.S.C. 8127 and 8128 for Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Businesses (VOSB) may be appropriate for a future solicitation. The notice does not identify any incumbent contractors or provide specific award values or budget ranges for this procurement. Key technical specifications include stage linear travel of 100 mm, linear stage maximum speed of 50 m/ms, and rotational travel with maximum speed of 80°/s, with the device footprint specified as 9 x 14 x 27 inches in the Performance Work Statement. The government emphasizes this is purely market research and does not constitute a formal solicitation or commitment to award a contract. No specific quantities or service timelines are mentioned beyond the immediate need for the single testing device.
