About this opportunity
NAVFAC Hawaii is conducting market research to identify potential sources for an integrated radio frequency alarm panel system equivalent to the Motorola ACE3600 Remote Terminal Unit paired with the Motorola APX6500 mobile radio manufactured by Motorola Solutions. The government currently intends to procure this system from a single responsible source, as they believe no other suppliers can satisfy their specific requirements for real-time RF-based remote alarm monitoring and signaling capability in caisson and waterfront environments. The system must provide programmable logic-based control functions, multi-zone alarm inputs, remote status telemetry, and secure VHF/UHF RF communications while fully integrating with existing Motorola-based monitoring infrastructure without requiring reprogramming or reconfiguration. Equipment must meet stringent environmental durability standards including IP65-rated enclosures for harsh marine conditions with salt spray, humidity, and high temperature exposure, plus operate from standard 24VDC or 120VAC power supplies with surge protection. Responses to this sources sought notice are due by September 4, 2025.
This procurement opportunity does not utilize any small business set-aside designations, indicating it is open to all qualified contractors regardless of size. Motorola Solutions of Chicago, Illinois appears to be the incumbent contractor, as the government specifically references their ACE3600 RTU and APX6500 mobile radio products as the baseline for equivalent performance capabilities. The notice does not specify contract values, quantities of equipment needed, or performance timelines, as this is a preliminary market research effort to determine if alternative solutions exist. The government's emphasis on seamless integration with existing Motorola-based infrastructure and the requirement for no modifications to current supervisory software suggests a strong preference for maintaining the current vendor relationship. The procurement falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and PSC code 5820 for Radio and Television Communication Equipment, Except Airborne.
