About this opportunity

DOD Washington Headquarters Service is preparing to solicit program management services for the JASON Independent Scientific Advisory Group through a sources-sought process, with capability statement responses due 4 June 2026 at 4:00 p.m. Eastern Time. Competition will be limited to Federally Funded Research and Development Centers and University Affiliated Research Centers; the Government intends to execute a justification and approval restricting this solicitation to those entities due to the need for unbiased research, making it not likely to be otherwise open to competition.

The incumbent contractor, The MITRE Corporation, holds existing contract HQ003421D0010, expiring 27 August 2026. The follow-on requirement covers management and logistics support of JASON, a scientific advisory group of approximately 70 world-class scholars providing independent research and analysis to DOD and the U.S. Government on national security matters.

Place of performance is primarily at the contractor's facilities. The contract is structured as Firm Fixed-Price with cost-based CLINs for travel and facility rental. The period of performance consists of one 12-month Base Year with four 12-month option years.

Work encompasses three interdependent tasks: JASON Management Support (establishing agreements with JASON members and consultants, day-to-day administrative support, archive maintenance, research assistance, and annual reporting); JASON Logistic/Administrative Support (planning four annual meetings ranging from one to ten weeks, providing secure office space and infrastructure, IT support, and coordinated travel); and JASON Security Support (security management up to Top Secret/Sensitive Compartmented Information and Special Access Program levels, maintaining an accredited Sensitive Compartmented Information Facility, managing TS/SCI access and DD-254 clearance requirements, and overseeing conflict of interest reporting).

Interested parties must submit a capability statement not exceeding 10 pages addressing organization profile, technical capability in program management, conflict-of-interest mitigation, security posture for classified data up to Top Secret/SCI level, and potential small business subcontracting opportunities. NAICS code 541715 applies.
