About this opportunity

The Naval Facilities Engineering Systems Command (NAVFAC) Hawaii, under the Department of the Navy, is conducting market research to procure a hydrocarbon analyzer capable of detecting C24 to C44 hydrocarbons at levels below 50 parts per billion using Deep Ultraviolet Fluorescence measurement technology. The equipment must operate in an online configuration for continuous flowing sample analysis and maintain accuracy in high turbidity conditions across ambient temperatures ranging from 1 to 55 degrees Celsius. Key specifications include a touchscreen interface for calibration and configuration, 4-20 mA signal output, data logging capabilities, and the ability to perform calibration and maintenance while operational. The analyzer must also be capable of collecting discrete water samples of at least one liter for laboratory analysis with automatic time, date, and measurement recording. Responses to this pre-solicitation notice are due by November 7, 2025, providing potential suppliers approximately ten days to submit market research information demonstrating whether alternative products can meet or exceed the performance requirements of the currently specified TD-120 Oil in Water Monitor manufactured by Benchmark Measurement Solutions/Turner Designs Hydrocarbon Instruments.

This procurement uses no set-aside designation and is being conducted under a sole-source justification, with the incumbent supplier being Benchmark Measurement Solutions/Turner Designs Hydrocarbon Instruments located in Clovis, California. The equipment must operate on 120 VAC, 60 Hz power supply, utilize acceptable materials including 316/316L stainless steel, titanium, or coated mild steel, and maintain accuracy within plus or minus 10 percent of the calibration range. The analyzer requires multiple signal output configurations including 4-20 mA based on calibrated concentration and discrete signal outputs of 5-30 VDC or 24-250 VAC at 8A maximum for notification purposes. While no specific award value or quantity is stated in this pre-solicitation notice, the market research phase is designed to determine whether viable alternative sources exist before proceeding with formal procurement action. This pre-solicitation falls under NAICS code 334513 (Instruments and Related Products Manufacturing) and PSC code 6630 (Chemical Analysis Instruments).

Notice text

The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements.  The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide a hydrocarbon analyzer that has equal performance requirements as the TD-120 Oil in Water Monitor with Sample Thief accessory, manufactured by Benchmark Measurement Solutions/Turner Designs Hydrocarbon Instruments, 2525 Alluvial Ave., Ste 161, Clovis, CA  93611. The alternate product/service must meet the following requirements/specifications:

  1. Be capable of detecting C24 to C44 hydrocarbons with a detection range below 50 PPB.
  2. Utilize Deep Ultraviolet Fluorescence measurement technology in an online configuration for hydrocarbon detection in a continuous flowing sample.
  3. Be capable of accurate measurement in high turbidity conditions.
  4. Be capable of operating at ambient temperatures of 1 to 55 degrees C.
  5. Signal output must be 4-20 mA based on calibrated concentration of Oil in Water Monitor.
  6. Have a touchscreen interface for calibration and configuration of the monitor.
  7. Be capable of data logging and storage of diagnostic information.
  8. Allow calibration and maintenance to be performed while the monitor remains in service.
  9. Accuracy must be plus or minus 10 percent of calibration range.
  10. Acceptable materials: 316/316L stainless steel, Titanium, or Coated mild steel.
  11. Operate on a 120 VAC, 60 Hz power supply.
  12. Be capable of collecting a discrete water sample at least 1 liter in volume to be used for obtaining laboratory analysis.  Sample collection activated manually, by pre-programmed setting, or by 100-240VAC 60 Hz @ 0.6mA discrete signal from an online water analyzer, monitor, or control system.  Automatically record the time, date, measured concentration and process conditions when the sample is collected. Produce a 5-30 VDC or 24-250VAC, 8A maximum signal output for notification when a sample is collected.
  13. Produced from designated countries in compliance with FAR 52.225-11.
  14. Enlisted on DOD Information Network (DODIN) Approved Product List (APL).
