The U.S. Army Corps of Engineers (USACE), Baltimore District, is seeking sources for operation and maintenance (O&M) services for HURREVAC, a restricted-use computer program used for hurricane evacuation decision-making managed by the FEMA/USACE National Hurricane Program. This is a competitive, firm-fixed-price services contract under NAICS code 541519 (Other Computer Related Services). Key requirements include maintaining continuous verification of data sources, achieving 99% system uptime during hurricane season, updating database files, providing 24-hour technical support during active tropical systems, and coordinating with USACE and FEMA. While no specific evaluation criteria are detailed in the notice, prospective vendors should emphasize their technical capabilities, experience with similar systems, and capacity to meet the demanding uptime and support requirements. Interested sources must submit responses by January 28, 2026, at 11:00 AM EST to Contract Specialist Sharon L. Alexander and Contracting Officer Angela Padua; this sources sought notice is exploratory market research rather than a formal solicitation.

This procurement is not restricted to any particular business category; however, small businesses—including Section 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Women-Owned Small Business entities—are actively encouraged to participate. The contract is for a 12-month period of operation and maintenance services for HURREVAC and the Real Time Evacuation Planning Model (RtePM). Although no incumbent contractor is identified in the notice, the requirement's budget range appears substantial, with the small business size standard set at $34 million, indicating a potentially significant contract value. All interested vendors must be registered in the System for Award Management (SAM) under NAICS code 541519 to be eligible for award consideration. Responses should include company details, business type classification, relevant project experience, and current SAM registration status to demonstrate capability and compliance with federal procurement requirements.
