About this file
This is a Statement of Need document outlining equipment, supply, software, maintenance service, and license agreement requirements for the Fort Peck Service Unit (FPSU) of the Indian Health Service under the Department of Health and Human Services.
The Fort Peck Service Unit seeks to procure DataRay laboratory and nursing label printing systems with associated software updates and annual maintenance and support services. The requirement encompasses additional DataRay thermal label printers for the nursing department to replace handwritten specimen labeling, thereby reducing specimen identification and labeling errors and ensuring compliance with The Joint Commission (TJC) and CMS federal regulations for laboratory accreditation. The existing DataRay system utilizes proprietary software designed specifically for the IHS lab package, Data Innovations middleware, and laboratory instruments; this software is available exclusively from DataRay, with no alternative vendors providing comparable functionality. DataRay has also been selected as the labeling system vendor for the new IHS electronic health system, eliminating the need for future system changes. The maintenance and support services include standard technical support, software updates, replacement parts, labor, and equipment necessary to maintain functionality, excluding training, consulting, and implementation services. The period of performance is structured as a base year from November 30, 2026, through November 29, 2027, plus four option years through November 29, 2031. Services and equipment delivery will be provided at two locations: Verne E. Gibbs Health Center in Poplar, Montana, and Chief Redstone Health Clinic in Wolf Point, Montana, with points of contact identified as Katherine Wanna (Laboratory Manager) and Dana Matajovsky (Facilities Manager).

To update software & add additional label printers for more departments and annual service agreement to maintain functionality of printers. Fort Peck Service Unit, Laboratory Department & Nursing Department requires a specimen labeling system that meets the requirement for laboratory accreditation set by our accrediting body (TJC) federal regulation set by CMS.
2. Technical Background and Contractual History
|_| This is a new requirement (Describe Technical Background below)
|X| This is a follow-on requirement
|X| Technical Background:
Fort Peck Service currently uses DataRay software/Drivers/Printers within the laboratory. Additional DataRay printers would be compatible with equipment already in use within the Service Unit.
The manufacturer provides software and updates to software to communicate with RPMS, Data Innovations Middleware and laboratory instruments to generate labels for the performing of tests and reporting of results, standard technical support, maintenance service, license renewal. Maintenance and Support Services do not include training of Customer’s personnel, consulting, or other available training, implementation, installation, and/or other professional services.
Convert information from the lab package to a format that can be understood by label printer to print: order, collection, accession and chart labels as necessary.
DataRay thermal label printers print readable barcodes from RPMS for all laboratory specimens. Nursing department requires a labeling system for labeling patient specimens at the patient's side. Currently all labeling is handwritten, smearing of ink, labels do not stay on specimen. Handwriting specimen labels creates specimen identification and labeling errors. Price includes annual maintenance/software support from DataRay.
The agreement is between Fort Belknap Service Unit (“Customer”) and the manufacturer, to provide standard technical support and maintenance service to diagnose and address a Software Error when the Software has been properly installed, if applicable, and is being Used to perform in accordance with the specifications set forth in the applicable Documentation. Maintenance and Support Services do not include training of Customer’s personnel, consulting, or other available training, implementation, installation, and/or other professional
