About this opportunity

The Defense Logistics Agency Aviation is conducting market research to identify potential sources capable of manufacturing and qualifying multiple armament system components for F-15 aircraft testers, specifically various NSNs and part numbers associated with the MUSTANG tester and four different F-15 Armament Testers. These components support critical systems including the Stores Management System Test Set (SMSTS), Stores Management Sub-System Test Set (SMSSTS), Aircraft Pod Interface Test Set (APITS), and Armament Circuits Preload Test Set (ACPTS). Prospective contractors must demonstrate data expertise, manufacturing capabilities, experience with F-15 armament systems, and the ability to ensure form-fit-function interface and system compatibility with existing platforms. While specific evaluation criteria are not detailed in this pre-solicitation notice, the government is seeking sources with technical qualifications and production capabilities sufficient to meet manufacturing and qualification standards. The pre-solicitation notice was posted on October 16, 2025, with responses due by October 30, 2025, providing interested parties a fourteen-day window to submit information regarding their capabilities and experience.

This procurement carries no set-aside designation and will be awarded as a sole source contract to Boeing, the original equipment manufacturer identified as the only known source possessing adequate technical knowledge, required data, drawings, facilities, and expertise for production. The government does not own any technical data, drawings, schematics, or other releasable documentation, which creates a significant impediment to competition and supports the sole source determination. The pre-solicitation notice lists approximately twelve distinct NSNs and part numbers across the multiple armament tester systems, though no specific quantities, award values, or budget ranges are provided in the document. No specific contract timeline or service delivery schedule is identified in this market research phase. This sources sought notice represents the preliminary stage of the acquisition process prior to formal solicitation release.
