About this opportunity

The Defense Logistics Agency (DLA) Energy is conducting market research to identify potential suppliers for Jet A-1 aviation fuel under the 2.3 West Domestic Into-Plane purchase program. The agency seeks vendors capable of supplying and delivering Jet A-1 fuel to commercial airports across several western states, including American Samoa, Hawaii, Wyoming, Alaska, California, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Suppliers must meet specific qualifications, including compliance with Military Standard 1548H, demonstrated ability to deliver fuel to multiple locations, and capability to handle varying order sizes from small to large quantities. Interested vendors are required to submit a comprehensive capabilities statement by June 15, 2025, detailing their company information, business classification, delivery capabilities, and relevant experience with fuel supply. The evaluation will focus on vendors' ability to meet geographic, quality, and logistical requirements for fuel delivery across the CONUS West Area of Responsibility.

This pre-solicitation notice does not have a specific set-aside designation and is not a formal solicitation or guarantee of contract award. No specific award value or budget range is disclosed in the document. The notice emphasizes that it is purely for market research purposes, and vendors will not be compensated for preparing their capabilities statements. Potential suppliers are expected to demonstrate flexibility in delivery capabilities, ranging from small to large fuel quantities, and show compliance with military fuel specifications. The solicitation targets petroleum refineries and fuel suppliers with experience in aviation fuel distribution, particularly those with operational capabilities in the specified western states. While no incumbent contractors are mentioned, the notice suggests the government is seeking to establish a robust supply chain for military and federal civilian aviation fuel needs.
