This is a market research notice under FAR 15.201(c)(3) and does not constitute a solicitation.

IHS intends to use the Buy Indian Act's negotiation authority to give preference to Indian Economic Enterprises when authorized and practicable. Performance location spans tribal utilities and IHS facilities nationwide including Alaska.

Vendors must maintain an existing catalog of at least two multi-day off-the-shelf cross connection control certification courses: Cross Connection Specialist Certification and Backflow Assembly Tester Certification. Instructors must hold a minimum of five years' experience in water operations serving communities of 15 to 2,500 connections and five years' experience providing cross connection control training to tribal utilities or small rural communities. Operator certifications (Level 2 or higher) are preferred; evidence of adult education competencies is required. Training delivery shall be primarily in-person with at least 33 percent hands-on, kinesthetic-based instruction, supplemented by instructor-led virtual sessions using industry-standard platforms capable of accommodating up to 100 participants. Vendors must provide spiral-bound manuals, develop new courses within 90 days upon request, and submit closeout documentation within two weeks of course completion. Payment is structured as single unit prices covering instruction, travel at or below GSA rates, materials, and certifications; the government retains ownership of newly developed training content.

Respondents must provide company name, UEI registration confirmation in SAM.gov, and small business size certification documentation. NAICS code 611430 applies; alternative NAICS codes should include rationale.
