About this opportunity

The Federal Aviation Administration is issuing a sources-sought market survey to identify vendors capable of providing Bombardier CRJ 700 initial pilot qualification training for FAA Flight Standards Service and Aircraft Certification Pilots, with responses due by October 19, 2026. This is a capability assessment under NAICS 611512 (Flight Training) with a $34 million size standard; no set-aside applies.

Respondents must submit a capability statement identifying training types provided, relevant past performance on previous contracts, SAM UEI number, and years in business; specify the geographic area where training will be delivered; and outline their strategy for accomplishing the work. Training delivery will occur at locations to be mutually agreed upon by the FAA and contractor.

The PWS requires contractors to provide initial ground school, flight training device instruction where applicable, and simulator and/or aircraft flight training enabling FAA inspectors and pilots to obtain ATP-level type ratings and pass required practical tests in accordance with 14 CFR Parts 61, 121, 135, 141, and 142. Training must comply with the contractor's FAA-approved program. Daily limits are four hours of flight instruction or eight hours of ground school, with combined training capped at ten hours daily; training cannot occur between midnight and 6:00 a.m. Initial qualifications require full flight simulator training with 100% practical test or actual aircraft training with complete practical test; recurrent qualifications require ground school plus simulator and/or aircraft training with proficiency check. Contractors must use only FAA Flight Examiners for initial qualification checks and qualified Training Center Evaluators for recurrent checks. Upon completion, contractors issue a Certificate of Training before payment authorization. The FAA requests annual submission of current course materials and may authorize supplementary hours as needed.
