About this opportunity
The Securities and Exchange Commission is seeking sources for a comprehensive online database platform that will provide access to U.S. banks' points of contact for writs, legal order processing, and service of court orders including writs, asset freezes, and garnishments. The primary requirement is to develop or provide an information management system that enables direct user interaction with banking institutions and secure capture and upload of documents related to legal proceedings. Interested vendors must submit a Technical Capability Statement addressing the Statement of Work requirements, identify applicable GSA Schedule Categories, and provide a Rough Order of Magnitude pricing estimate by April 20, 2026. This is a Request for Information (RFI) for planning and market research purposes only and does not constitute a binding solicitation; responses will not form a contract and the Government will not reimburse costs associated with submissions. The SEC will use the information gathered on a non-attribution basis to develop acquisition strategy for any future procurement, and the decision to issue a formal solicitation remains entirely at the Government's discretion.
The procurement carries no set-aside designation and involves no identified incumbent contractors or award value projections at this stage. The database must provide comprehensive coverage of at least 12 banking entities annually with access granted to 16 users, including complete contact information for writs and legal order processing personnel, registered agents for all U.S. states and territories, and detailed institutional data such as ownership structures, locations, and subsidiaries. Vendors should include their Unique Entity Identifier, company name, address, website, and points of contact when submitting responses to morrist@sec.gov and lewisf@sec.gov. The NAICS classification for this procurement is 519290 (Web Search Portals and All Other Information Services), which may assist potential contractors in determining applicable GSA Schedule categories for their capabilities and pricing models.
Notice text
This request for information (RFI) is being issued to survey potential sources that will be able to support the procurement described in the attached draft Statement of Work (SOW) for U.S. banks’ Writs, Legal Order Processing, or other contacts for service of writs, asset freezes, and other Court Orders.
Please review the attached draft Statement of Work (SOW) for more information. In your response, please provide the following no later than April 20, 2026:
- Technical Capability Statement to address the requirements of the SOW,
- GSA Schedule Category that corresponds to the entire requirement, if applicable, and,
- Rough Order of Magnitude (ROM) with your company’s pricing information.
There is no page limitation.
Please note that this notice is for INFORMATIONAL and PLANNING purposes only and does not constitute a Request for Proposal (RFP). Responses to this RFI will not be accepted by the Government to form a binding contract. The Government will not pay for the information solicited nor recognize any costs associated with the submission of the RFI. The purpose of this RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. A determination by the Government not to issue a solicitation based upon responses to this notice is solely within the discretion of the Government.
Please e-mail all comments and questions in response to this RFI and the draft Statement of Work to morrist@sec.gov and lewisf@sec.gov by the stated RFI deadline.
Please include the following information along with your response: Unique Entity Identifier; Company Name; Company Address; Company Website; POC, and contact information for this RFI.
Questions and comments will be considered for market research purposes in the event a solicitation is released in the future.
