About this opportunity

The Naval Facilities Engineering Command (NAVFAC) is conducting market research to procure a Direct Digital Control (DDC) system for the Water Reclamation Facility at Marine Corps Base Hawaii in Kaneohe. The agency seeks a single source that can provide an Automated Logic Corporation (ALC) DDC with specific technical requirements, including NRTL testing, BACNet communication protocol, and seamless integration with existing utility monitoring systems. Interested parties must submit detailed technical specifications in a two-page, single-sided PDF document by December 11, 2024, at 2:00 p.m. Hawaii Standard Time. The evaluation will focus on product compatibility, maintenance support, and ability to meet the base's standardization goals. Respondents should provide comprehensive company and point of contact information directly to Contracting Officer Brittney Lazo and Contract Specialist Tiare McClellan via email.

This pre-solicitation notice does not indicate a specific set-aside designation for the procurement. The current system uses Automated Logic Corporation's DDC technology, and the government is exploring potential alternative sources that can meet identical specifications. While no specific award value is mentioned, the procurement is part of the FY24 Military Construction (MCON) P-875 project for the Water Reclamation Facility. The contract aims to minimize training and risk management costs while ensuring interoperability with existing systems. The opportunity falls under NAICS category 334512 for Automatic Environmental Control Manufacturing and PSC category 4130 for Refrigeration and Air Conditioning Components. The government emphasizes that this market research does not guarantee a future solicitation or contract award and will not reimburse respondents for submitted information.
