About this opportunity

The Department of the Air Force Air Combat Command is conducting market research through this Sources Sought announcement to identify potential contractors for grounds maintenance services at Ellsworth Air Force Base in South Dakota. The 28th Civil Engineering Squadron seeks comprehensive grounds maintenance across approximately 3,585 acres, including mowing and edging of improved grounds, snow and ice removal (228,149 square feet of base areas plus 17,440 square feet at the hospital from November through March), tree care per ANSI A300 standards, integrated pest management, irrigation system maintenance, and holiday light installation and removal services. Contractors must demonstrate experience and capability in these areas and submit a complete capabilities package to kailee.garcia.1@us.af.mil by February 14, 2026, though this is a Sources Sought notice and no award will be made at this time. Performance will be evaluated on results-based criteria with stringent defect thresholds, including no more than 5 valid defects monthly for improved grounds with 8-hour re-performance requirements, only 1 defect monthly for airfield grounds, and 3 defects with 1-hour re-performance for snow and ice removal. Interested firms should monitor SAM.gov for the formal solicitation announcement, which is anticipated to be released as a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

This procurement carries no small business set-aside designation. The anticipated contract will consist of one base year and four one-year option periods, with an estimated start date of March 2027 and end date of March 2032. No incumbent contractor or budget range has been identified in this Sources Sought notice. The contractor will operate during standard business hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays, though emergency situations may require extended hours. The government will furnish office and storage space in Building 88421 (4,774 square feet), utilities, and two portable radios for airfield operations. Interested firms should focus on demonstrating their qualifications and past performance in large-scale grounds maintenance operations, as the formal solicitation is expected to include detailed performance work statements and evaluation criteria based on the draft documents provided with this market research notice.
