About this opportunity
The United States Census Bureau (USCB) is seeking a contractor to establish and manage a digital incentives program for survey participants across its demographic programs. The program aims to deliver electronic incentives via a digital payment platform, offering multiple redemption options including open-system digital payments, physical gift cards, and closed-system digital payments for specific retailers. Interested companies must respond by April 17, 2025, at 3:00 PM EST with a 10-page capabilities description addressing eight key areas, including digital and physical incentive management, tracking, survey population handling, and personally identifiable information protection. The market research solicitation targets small businesses, specifically Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses under NAICS code 522320 for Financial Transactions Processing. Evaluation criteria will focus on the company's ability to provide comprehensive incentive delivery services, technological capabilities, and compliance with federal data protection regulations.
While no specific set-aside has been designated, the solicitation emphasizes preference for small business participants with diverse business classifications. Incentive amounts will range from $5 to $200, with total program volumes expected between $1,000 and $2,000,000. The primary user will be the Associate Directorate for Demographic Programs, with the goal of eliminating postage, printing, and delivery costs through instant digital incentive distribution. The contractor must provide a 24/7 online redemption portal in English and Spanish, offer at least 25 reward options, and maintain a robust reporting dashboard. The contract will require secure incentive delivery, comprehensive customer support, and strict adherence to federal data collection regulations. The program's initial implementation will involve establishing baseline incentive delivery services for specific survey programs, with each order defining unique tasks, schedules, and expected outcomes.
