About this opportunity
The Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base, Ohio, is seeking capabilities packages from potential sources to deliver a Cathodoluminescence (CL) Detector System, with responses due by August 26, 2026. This is a sources-sought notice for market research purposes only and does not constitute a request for proposals; the government retains sole discretion whether to solicit a contract based on responses received.
The Air Force is soliciting from all business categories, including small business, 8(a) participants, HUBZone, EDWOSB, WOSB, and SDVOSB firms. The notice indicates the government may set the requirement aside for small business if sufficient interest and capability are demonstrated.
The CL detector must integrate with a Zeiss Crossbeam 350 Scanning Electron Microscope installed in the AFIT Cleanroom laboratory and achieve detection range of at least 1000–300 nanometers (1550–200 nanometers preferred). The system must deliver spectroscopic resolution to 0.1 eV error or better, temperature control from minus 185 degrees Celsius with preferred capability to 200 degrees Celsius, temperature stability not exceeding 3 degrees Celsius, and sensitivity to detect 1 part per million. Software must control the instrument in situ without breaking vacuum and provide radiative transfer data in eV or nanometer units. The detector must be compatible with existing Oxford Instruments ESD/EBSD equipment. All products must be manufactured in a DFARS 225.872-qualifying country source.
Delivery to AFIT/ENG at 2950 Hobson Way, Area B, WPAFB, Ohio 45433–7765 must occur within six months of award. The contractor provides installation, training to faculty and cleanroom staff, and a minimum one-year warranty covering system, materials, and labor. Payment is 100 percent upon delivery and final acceptance via WAWF.
