About this file

This is a Sources Sought notice issued by the U.S. Air Force (FA8601-26-Q-0137SS) to identify potential contractors capable of providing supplies or services for a future acquisition.

Respondents must submit information addressing ten specific survey requirements, including company identification, point of contact details, ownership status (domestic or foreign), socio-economic classification, DUNS/CAGE codes, website URL, manufacturer information, proprietary data handling, warranty details, and commercial sales history. Additionally, respondents must address five capability survey questions covering manufacturing location, facility capabilities and staff structure, relevant past project experience with contract numbers and dates, identification of any requirement documentation that would preclude viability, and market pricing information for similar offerings to government and commercial customers. The Air Force has not yet determined the final acquisition strategy but is considering setting the requirement aside for small businesses if sufficient interest and capability are demonstrated. Small business respondents must provide specific compliance details for FAR clause 52.219-14, including teaming arrangements, subcontracting percentages, and whether subcontractors will be small or large businesses. All potential respondents should identify areas suitable for small business subcontracting if the acquisition is not set aside for small business. No specific response deadline, award date, pricing terms, or detailed statement of work is provided in this sources sought notice, as its purpose is to gauge market capability prior to formal solicitation development.

10. Please provide recent sales history to commercial companies in order to determine commerciality.

Attention Small Business Respondents who are interested in submitting a proposal as the prime contractor for this effort: The acquisition strategy for this requirement has not been decided;

however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of providing at least 50% of the entire scope of providing the required supplies/services, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.

Attention All Potential Respondents: If this acquisition is not set aside for small business, it is anticipated that the contract may contain a small business utilization requirement. Please provide feedback on what areas of this requirement are likely candidates for small business subcontracting.
