About this opportunity

The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center, is conducting market research for Test & Inspect (T&I) and repair services for four Electronic Assemblies (NSN 5841-01-603-3428, PN 247K760G01) that are components of the AN/ZPY-1A Small Tactical Radar – Lightweight (STARLite) Extended Range system used on the General Atomics MQ-1C Gray Eagle unmanned aircraft. This Sources Sought Announcement is for planning and market research purposes only, intended to determine if responsible sources exist and to assist in developing the acquisition strategy for what will be the third task order under an existing Indefinite Delivery Indefinite Quantity National Maintenance Contract. Potential contractors must demonstrate their capability to supply similar services and provide documentation including questionnaires, drawings, test results, information on previous government and commercial contracts, and data rights information. The government will evaluate responses to determine if the requirement can be competitive and/or set aside for small business. All responses must be submitted via email to the specified technical and competition advocate points of contact by August 19, 2025, with no phone inquiries accepted.

This opportunity has no set-aside designation and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. Northrop Grumman Systems Corporation serves as both the Original Equipment Manufacturer and the prior task order supplier, possessing the Technical Data Package necessary to support these services, though they have expressed no interest in selling the TDP to the government. The procurement involves servicing exactly four electronic assemblies as part of recurring maintenance requirements under the broader IDIQ contract structure. The government acknowledges it does not possess any technical data, drawings, or specifications for the STARLite ER system, which may present challenges for potential contractors seeking to compete against the incumbent OEM. No contract award values or budget ranges have been disclosed in this market research phase, and the government has explicitly stated that no contract will be awarded based solely on responses to this Sources Sought Announcement.
