About this opportunity
The Department of the Army European Command, in support of the Defense Health Agency, is soliciting a Single Award Task Order Contract (SATOC) for Design-Build services to provide facility repair, renovation, conversion, alteration, additions, and minor construction work at DHA facilities located in Germany, Belgium, and Italy. The primary requirement is for contractors to demonstrate quick-response capabilities for facility maintenance and equipment procurement/installation activities. All interested contractors must be registered and active in the System for Award Management (SAM.gov) and must submit a capabilities statement by December 3, 2025, including evidence of bonding capability with specific surety information and demonstrated capability to perform projects of similar magnitude and complexity. The government intends to issue the full solicitation in March 2026, with contract award anticipated in September 2026. A pre-proposal conference site visit opportunity will be announced to allow interested parties to examine the facilities in the three countries.
This procurement carries no set-aside designation and establishes an anticipated task order value range of EUR100,000 to EUR5,000,000 per individual project. The base contract period is three years with two 12-month option periods and one 6-month option period, providing potential performance spanning up to five years and six months. No incumbent contractor or pre-identified awardee is referenced in this sources sought announcement, making this an open competition opportunity. Contractor responses must include company contact information, CAGE code, UEI number from SAM registration, and comprehensive evidence of bonding and project delivery capabilities. The Firm-Fixed Price structure will establish transparent cost expectations for all task orders issued under this contract vehicle.
