About this opportunity
The Department of the Air Force Air Mobility Command is seeking sources for C-17 Globemaster III aircraft towing services to support Operation PALMETTO REACH 2026 at Saipan International Airport from January 14-20, 2026. The contractor must provide a specialized aircraft tug capable of towing a fully loaded C-17 with a minimum drawbar pull capacity of 585,000 pounds to reposition aircraft near Gates 1 and 2 due to noise abatement restrictions prohibiting engine-back taxi operations. Key requirements include 24/7 tug availability with a 10-minute response time, full operational readiness with functioning safety features, compliance with FAA and airport ground support equipment standards, and immediate replacement of the primary tug within 2 hours if it becomes inoperable. The government will evaluate contractor performance through on-site inspections, operational tests, and user feedback, with potential consequences for performance failures including price deductions, non-acceptance, or contract termination. Interested vendors must submit responses by December 22, 2025, at 0700 Eastern Standard Time to the provided contact emails; this is a sources sought notice and does not constitute a solicitation or guarantee of award.
This pre-solicitation notice contains no set-aside designation and does not identify any incumbent contractors or current service providers. No specific award value or budget range has been disclosed in the notice materials. The performance period is limited to January 6-21, 2026, with primary performance locations in Saipan and Palau. The classified procurement falls under NAICS code 488190 (Other Support Activities for Air Transportation) and PSC code V119 (Transportation/Travel/Relocation—Transportation: Other). While the exact contract value has not been provided, the specialized nature of the required equipment and the critical 24/7 operational requirements suggest a substantial procurement for this limited engagement.
