About this file

This Performance Work Statement (PWS) outlines requirements for aircraft tug support during Operation PALMETTO REACH 2026 at Saipan International Airport from 14-20 January 2026. Air Mobility Command (AMC) requires a contractor to provide a specialized aircraft tug capable of towing a fully loaded C-17 Globemaster III, with a minimum 585,000 lbs drawbar pull capacity, to reposition aircraft near Gates 1 and 2 due to noise abatement restrictions that prohibit engine-back taxi operations.

Key contractor requirements include: 24/7 tug availability with a 10-minute response time, full operational readiness with functioning safety features, compliance with FAA and airport ground support equipment standards, and immediate replacement within 2 hours if the primary tug becomes inoperable. The government will provide the C-17 tow bar and evaluate contractor performance through on-site inspections, operational tests, and user feedback, with potential consequences for continued performance failures including price deductions, non-acceptance, or contract termination.
