About this opportunity
The National Institute of Standards and Technology (NIST) is conducting a sources-sought market research initiative to identify vendors capable of supplying two 360-degree lidar modules, with responses due by July 11, 2026. This sources-sought announcement is not a request for quotation and does not commit the Government to award a contract; NIST will use vendor responses to determine whether at least two qualified small businesses can fulfill the requirement, and if so, will solicit the acquisition as a small business set-aside.
The modules must deliver 360-degree scanning at up to 40 Hz scan rate, 4,096 horizontal pixels per revolution, 256 vertical channels, 200-meter range at 10% reflectivity, and RGB color-mapped point cloud data. Modules must be NDAA-compliant. Delivery is to NIST-Boulder, 325 Broadway, Boulder, Colorado 80305, with on-site inspection and acceptance expected within seven business days.
Vendors must possess an active Unique Entity Identification Number (UEI) registered on SAM.gov and an Export Control Classification Number (ECCN) at the time of award. NIST is soliciting responses from all responsible sources—including small businesses (SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB)—to assess market capacity. The requirement is assigned NAICS 334413 (Semiconductor and Related Device Manufacturing) with a 1,250-employee small business size standard.
