About this opportunity
The Bureau of Indian Education (BIE), an agency within the Department of the Interior, is seeking information from vendors capable of providing comprehensive science assessments aligned to Next Generation Science Standards (NGSS) for grades 5, 8, and 11 in BIE-funded schools serving Native American students. This is a Sources Sought notice and Request for Information (RFI) issued for market research purposes under FAR Part 10 to inform acquisition strategy, with no contract award based solely on this notice. The BIE requires a turnkey assessment solution that includes paper-based and online delivery formats, a secure registration portal integrated with the BIE Student Information System (NASIS), high-quality reporting capabilities, annual scoring and cut score setting, and comprehensive training services. The RFI evaluation will assess vendor feasibility in fulfilling all Statement of Work components, staffing and recruitment experience with Native American populations and cultural competency, service delivery logistics, compliance with federal security and accessibility requirements (including NIST SP 800-53, Section 508, FERPA, COPPA, and CIPA), vendor recommendations for performance metrics, and vendor type classification and K-12 assessment experience. The RFI responses are due on April 22, 2026, with vendor responses to be completed using the provided RFI form without supplemental capability statements.
No set-aside designation has been applied to this procurement, and no incumbent contractor has been identified in the notice. The base contract period runs from June 1, 2026 through September 30, 2027, with four optional one-year renewal periods extending through September 30, 2031, though no specific contract value or budget range is disclosed in this market research phase. Key deliverables include administration of assessments for spring 2027, establishment of cut scores by September 2027, and electronic results delivery by October 2027, with all primary system components (portal, training coordination, helpdesk support) required to be operational within 60 to 90 days of contract kickoff. The contractor must provide Monday-Friday helpdesk support from 9:00 AM to 3:00 PM across all time zones with maximum 15-minute hold times, conduct standard setting, and manage all assessment licenses while maintaining FERPA compliance and data security throughout the contract term. Optional services during renewal periods may include assessment customization, new assessment development, interim assessments, and item development services, with all new assessment items becoming the property of the BIE.
