About this file

This is a Request for Information (RFI) template issued by the Bureau of Indian Education (BIE) to assess vendor capacity for providing science assessments aligned to Next Generation Science Standards (NGSS) for grades 5, 8, and 11 in BIE-funded schools serving Native American students. The RFI seeks to determine whether a single vendor can realistically fulfill the complete scope of work, which components vendors can provide directly versus through subcontracting, and what barriers or limitations exist in service delivery.

The RFI addresses six key evaluation areas: (A) Feasibility of fulfilling all SOW components; (B) Staffing and Recruitment experience with Native American populations, cultural competency in creating assessment materials, and anticipated challenges in rural or tribal communities; (C) Service Delivery Model logistics and operational support needs from BIE; (D) Compliance and Documentation requirements including prior experience with student information systems (SIS), API familiarity, Infinite Campus product knowledge, and data reporting processes; (E) Recommendations for performance metrics or deliverables; and (F) Vendor Type classification (ISBEE, SBA, Large Business, etc.) and primary business experience in K-12 assessments. Vendors must complete the RFI form with responses to all questions; supporting documents or capability statements are not accepted. This RFI is part of market research under FAR Part 10 to inform acquisition strategy, contract structure, and timeline feasibility, with no contract award based solely on this notice.
