About this opportunity
The Department of the Air Force Air Combat Command is seeking sources for Energy Management and Control Services (EMCS) at Davis-Monthan Air Force Base in Arizona. The contractor will be responsible for providing personnel, labor, equipment, and services necessary to operate, maintain, repair, and upgrade the FRCS/ICS network and server operations for the 355th Civil Engineer Squadron. Critical to this procurement is strict compliance with multiple cybersecurity guidelines, including Air Force Guidance Memorandum 2019-32-02, United Facilities Criteria 04-10-06, and Department of Defense cybersecurity protocols. This is currently a sources sought notice, meaning interested contractors are invited to submit capability statements and related contract experience to Megan Middleton by February 17, 2025. Potential bidders must demonstrate expertise in control systems cybersecurity and be prepared to meet rigorous personnel security and technological compliance standards.
This pre-solicitation notice does not indicate a specific set-aside classification and does not specify a precise contract value or award amount. The procurement is categorized under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors and PSC category J041 for maintenance and repair of refrigeration and air conditioning equipment. While no incumbent contractor is mentioned, the contract will require comprehensive management of the base's Energy Management Control Systems with a focus on network operations, cybersecurity, and configuration management. Contractors will need to demonstrate capabilities in implementing complex technological systems, managing security protocols, and providing continuous operational support for critical Air Force infrastructure. The scope suggests a potentially multi-year engagement with significant technical and security requirements.
