This pre-solicitation notice is for a Job Order Contract (JOC) to provide construction services at Naval Support Activity Souda Bay, Crete, Greece. The Naval Facilities Engineering Systems Command Europe Africa Central plans to issue a single solicitation for one firm fixed price IDIQ JOC. The contractor will provide labor, materials, and equipment to perform renovations, repairs, maintenance, replacements, alterations, demolition, and construction tasks categorized as II, III, and IV. The contract will have a one year base period and four one year options, with a maximum value of $40 million over five years. Proposals will be evaluated using best value tradeoff procedures considering both non-price and price factors. The solicitation number is N3319121R4002 and questions are due by December 29, 2020.

There is no set-aside designated for this procurement as it is located outside the continental United States. The incumbent contractor is the one awarded a similar $20 million contract in 2016. Task orders will be awarded using FAR 15.1 and 16.505 procedures. The contract has a minimum guarantee of $5,000 and replaces an expiring contract for similar construction services at the Naval Support Activity in Souda Bay, Greece valued up to $20 million over its term.

The Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT), Souda Bay, Crete, Greece, plans to issue a single Best Value Request for Proposal that will result in one (1) Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Job Order Contract for NSA Souda Bay’s area of responsibility.  This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.

There will be a minimum guarantee of $5,000 for this contract. The contract duration consists of a one-year base period and four (4) one-year option periods for a maximum quantity of sixty (60) months, or a total aggregate maximum of $40,000,000 for all JOC task orders, whichever comes first. There is no yearly limit except for the Not-To-Exceed (NTE) of five (5) years or $40,000,000. Options may be awarded at the sole discretion of the Government.

The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform renovations, repairs, maintenance, replacements, alterations, demolition, and NAVFAC construction category II, III, and IV tasks. The contractor will be provided plans and specifications to perform construction work, or may be required to provide a design for design-build work.  In support of Design-Build task orders, the JOC contractor shall retain the services of professional Architect-Engineer (A-E) firms experienced with multi-disciplined architectural-engineering design efforts. Projects that require a professional engineer’s stamp may be included under this contract.

This procurement will utilize Best Value Source Selection using Trade-off procedures, requiring the submission of both non-price and price proposals.  All Future task orders will be awarded using the procedures at FAR 15.1 and FAR 16.505.

As the location for this procurement is Outside the Continental United States (OCONUS), Small Business requirements do not apply. Therefore, a subcontracting plan is not required.

This contract will replace a contract for similar services awarded in 2016 with a not to exceed amount of $20,000,000. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package.  Requests under the Freedom of Information Act are not required for this information.

The solicitation as well as all notices/amendments related to this solicitation will be posted to https://beta.sam.gov/. All interested firms must be registered on https://beta.sam.gov/ in order to obtain the solicitation documents and all information regarding the solicitation.  Hard copies of the solicitation will not be provided.
