About this opportunity

The U.S. Army Corps of Engineers, Detroit District, is conducting market research for the Soo Locks Generator and Duct Bank project located in Sault Ste. Marie, Michigan. This pre-solicitation notice represents a revision to a previous source sought notice (W911XK24R0004), with the NAICS code changed from 236220 Commercial and Institutional Building Construction to 237130 Power and Communication Line and Related Structures Construction. The project involves constructing a new 5,400 square foot natural gas-powered backup generator system with a CMU and brick veneer building adjacent to the Magazine Street Substation, as well as installing a new duct bank and manholes to replace unreliable existing electrical feeders. The Army Corps is seeking contractors with capabilities in electrical distribution, vertical construction, control systems, geotechnical engineering, and various state-specific licensing requirements. The questionnaire responses are due by July 29, 2025, and this market research effort is designed to assess industry readiness for the project.

This opportunity does not include any set-aside designations and is open to all qualified contractors. No incumbent contractors or current service providers are identified in the documentation. The notice does not specify award values, budget ranges, or contract quantities, as this is strictly a market research initiative rather than a formal solicitation. The project timeline includes constructing new generators, switchgear, and control equipment within the 5,400 square foot facility, along with installing new cable tray, supports, and cable installations within service tunnels. The responses collected through the attached questionnaire will become the property of USACE and will be used exclusively to evaluate potential service providers' capabilities for this construction project. This is explicitly stated as not being a Request for Proposal or Invitation for Bid, with information gathered solely for market research purposes.
