About this file

This document is a Source Sought Questionnaire for a construction contract at the Soo Locks Complex in Sault Ste. Marie, Michigan, issued by the U.S. Army Corps of Engineers Detroit District. The project involves two primary components: constructing a new 5,400 square foot natural gas-powered backup generator system with a CMU and brick veneer building adjacent to the Magazine Street Substation, and installing a new duct bank and manholes to replace unreliable existing electrical feeders.

The questionnaire seeks detailed information from potential contractors, including SAM registration status, business size classification, NAICS code 237130 compliance, and professional capabilities across multiple technical domains such as electrical distribution, vertical construction, control systems, geotechnical engineering, and various state-specific licensing requirements. Respondents are asked to provide comprehensive documentation of their experience, including contract details, project descriptions, performance periods, and bonding capabilities. This market research effort is designed to assess industry readiness for the project and is not a formal solicitation, with responses to be used exclusively for evaluating potential service providers.

Marie, Michigan in support of the Soo Locks Complex, Detroit District. Your participation is appreciated.

Background information on potential project:

Generator System – The work includes construction of a new natural gas fueled back-up generator system along with removal of the existing back-up generators and associated diesel fuel storage and distribution system. The new generator system includes a new 5,400 square foot load bearing CMU and brick veneer building to house the generators, switchgear, and control equipment. The new building will be adjacent to the Magazine Street Substation, in the Depot Lot at the corner of Magazine St. and Portage Ave. This project provides reliable standby power to the Soo Locks Complex.

Duct Bank - The work includes construction of new duct bank and manholes from Magazine Street Substation to a new manhole above Shaft #1 and new cable tray and supports within shaft 1 and the service tunnel to a splice point between Shafts #3 and #4. New feeders will be installed in this route and existing feeder cables will be demolished and removed. No cables that have been disconnected or are unused at the completion of the work shall be abandoned in place.
