About this opportunity
The Department of the Air Force Space Command is seeking a contractor to migrate up to 525 circuits from the existing Synchronous Optical Network (SONET) to a Ciena-based Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) at Vandenberg Space Force Base. The solicitation (FA461025Q0003) requires contractors to be Ciena certified for 3926, 5142, and 6500 equipment, with evaluation criteria focusing on technical approach, past performance in circuit migration, and price reasonableness. The government intends to award a Firm Fixed Price contract using a Lowest Price Technically Acceptable method. Quotations are due by December 12, 2024, with preliminary questions accepted until December 11, 2024. Contractors must be registered in SAM.gov and possess the ability to work with Sensitive Compartmented Information and national intelligence systems.
The contract has no specific small business set-aside, with a NAICS code 811210 and a $34 million small business size standard. The performance period is 15 months from contract award, with work primarily occurring during business hours at Lompoc, California. The base requirement includes migrating 450 circuits, with options to add 50 and 25 additional circuits. The project involves providing a full-time on-site Project Manager, conducting migration surveys, supplying necessary fiber and copper cables, and ensuring all personnel are U.S. citizens with Department of Defense Secret clearances. The contract will be structured with three Contract Line Item Numbers (CLINs) covering materials, labor/services, and deliverables, with labor billable in 20% increments as circuits are successfully migrated and accepted.

Vandenberg Space Force Base (VSFB) current infrastructure is highly dependent on end-of-life and end-of-support Synchronous Optical Network (SONET). A Ciena-based Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) architecture is now operational and ready for the migration of circuits from SONET. The migration priorities, plan, and template configurations have been developed and tested. It is time to begin the transition of the 1879 circuits from SONET to DWDM. This performance work statement accomplishes the migration of up to 525 of those circuits.
