About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP FLCPS) has issued a Special Notice regarding a Sonar Dome Radiographic Study on Rubber Windows. The agency intends to award a sole-source contract to Applied Technical Services for conducting sonar radiographic testing (X-ray) on an overseas U.S. vessel. This specialized inspection work must be performed while the ship remains waterborne and pier-side, requiring marine chemist services to ensure safe atmospheric conditions for crew entry during sonar dome inspection. The contract will be executed in accordance with technical data requirements established by the Navy Research Laboratory. The opportunity falls under the Ship Building and Repairing NAICS category and Non-Nuclear Ship Repair PSC classification.

The primary purpose of this notice is to inform potential contractors of the intended sole-source award while providing an opportunity for other qualified sources to demonstrate their capabilities. Although this is not a competitive solicitation, all responsible sources may submit capability statements, proposals, or quotations for agency consideration. Any interested parties must provide clear and convincing evidence that competition for this requirement would benefit the Government, with responses due by September 12, 2025. Written submissions are mandatory, as oral communications will not be accepted as valid responses to this notice. If no affirmative written responses are received by the deadline, the agency will proceed with the sole-source award without further notification to the contracting community.
