About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is procuring the Solventum RevCycle Health Services Platform (RHSP) Software, Support and Maintenance solution, which is enterprise healthcare claims pricing software designed to integrate with the VA's existing eCAMS (electronic Claims Administration and Management System) Health Care Engine platform. This solution automates healthcare claims pricing methodologies across multiple processing categories including Medicare, non-Medicare, Hospital Outpatient Department, Ambulatory Surgical Center, and other specialized claim types, while supporting a minimum 85 percent auto-adjudication rate with straight-through processing capabilities. The contract requires comprehensive maintenance support services including software upgrades, updates, enhancements, and corrections delivered within five business days of release, along with 24-hour daily, seven-day weekly remote and telephonic technical support. The Government has determined that only Solventum RHSP can satisfy agency requirements due to its unique integration capabilities with the eCAMS HCE system, proprietary source code access necessary for maintenance, and specialized MAC and Tricare pricing functionality that competing products lack. The procurement is being issued as a sole source award under Federal Acquisition Regulation 6.103-1, with the market research period conducted from November 2025 through February 2026 confirming no competing solutions possessed required capabilities without substantial redesign and redevelopment.
This opportunity carries no set-aside designation and is being awarded to the incumbent contractor, Solventum Health Information Systems, Inc., located at 575 W Murray Boulevard, Murray, Utah 84123. The base performance period is 12 months from delivery with two optional 12-month renewal periods available, though the total estimated contract value inclusive of all option periods is redacted from the public justification document. The contract was synopsized on the Contracting Opportunities Page with no competing responses received, and the Government will continue monitoring for alternative solutions throughout the performance period. The procurement authority is cited under 41 U.S.C. 3304(a)(1) and FAR Overhaul VA Deviation 6.103-1, with certifications and approvals dated March 18-19, 2026. The pre-solicitation notice was posted on March 31, 2026, with the due date listed as March 30, 2026, indicating this represents a retroactive notice of the sole-source award determination.
