The Government determined that only Solventum RHSP can meet requirements due to unique integration capabilities with the eCAMS HCE system, proprietary source code access necessary for maintenance, and specialized MAC and Tricare pricing functionality. Market research conducted November 2025 through February 2026 identified competing software products but confirmed none possessed required MAC/Tricare pricing capabilities or could integrate without substantial redesign and redevelopment costing approximately one year of delays and duplicative costs. The justification cites 41 U.S.C. 3304(a)(1) and FAR Overhaul VA Deviation 6.103-1 as statutory authority.
