About this opportunity
The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is seeking Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) to provide weekly solid waste collection and disposal services for the Northern Cheyenne Service Unit in Lame Deer, Montana. This is a Sources Sought notice intended to identify qualified vendors rather than a formal solicitation for proposals. Interested vendors must demonstrate their capability to perform the services and submit both a capability statement and the Buy Indian Act Indian Economic Enterprise Representation Form by the November 21, 2025 deadline at 3:00 pm MST. Vendor eligibility will be evaluated based on compliance with the Indian Economic Enterprise definition, which requires at least 51% ownership and control by Native Americans or tribes, with earnings from the contract flowing primarily to Indian owners. Responses should be submitted to Clarette.Yellowrobe@ihs.gov, and this sources sought process will inform the government's final acquisition strategy for the requirement.
This procurement is designated as a set-aside exclusively for Indian Economic Enterprises under the Buy Indian Act authority. The contract will require collection and disposal services from two locations: the Northern Cheyenne Health Clinic and Government Living Quarters, involving one 30-yard roll-off dumpster and 18 300-gallon round containers, with weekly collection frequency. The performance period spans five years, beginning January 1, 2026, and running through December 31, 2030, structured as a base year plus four optional extension years. The contractor will be responsible for providing all labor, vehicles, equipment, and consumables, as well as obtaining necessary permits and ensuring compliance with federal, state, tribal, and local regulations. The NAICS classification is 562111 (Solid Waste Collection) with a small business size standard of $47.0 million, and monthly invoicing will be submitted through the IHS IPP platform with separate line items for each service location.
