About this opportunity
The Food and Drug Administration's Office of Regulatory Testing and Surveillance, Arkansas Human and Animal Food Laboratory (ARHAFL) Chemotherapeutic workgroup is conducting market research for Solid Phase Extraction HLB Cartridges required for their automated solid phase extraction system used in analyzing chloramphenicol and nitrofurans in various aquaculture species including shrimp, frog, crab, crawfish, mussel, barramundi, croaker, and cobia. The laboratory serves as the primary testing facility for the FDA's antibiotics in aquaculture program and processes more than 6,000 subsamples annually. The required cartridges must be Oasis HLB 3cc Vac Cartridges with specific technical specifications including 60mg sorbent per cartridge, 30mm particle size, and particle size restrictions between 25.0-35.0mm, and must be manufactured by the original equipment manufacturer or certified as compatible with the Gilson GX-274 system. Each lot must include a Certificate of Analysis, and the cartridges must be validated for use on regulatory samples. Capability statements are due by August 17, 2025, at 13:00 hours Central Time and must include business information, technical specifications, past performance data, delivery capabilities, and pricing information for both purchase and lease options.
This procurement opportunity does not utilize any set-aside designations and falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The FDA requires a total of 7,000 cartridges across a five-year contract period with option years, with each delivery period requiring 14 packs of 500 cartridges per pack. Each delivery must be completed within 15 calendar days of award or option exercise, ensuring consistent supply for the laboratory's continuous testing operations. The Sources Sought notice does not identify any incumbent contractors or provide specific budget ranges, focusing instead on gathering market information from potential suppliers. The procurement supports the laboratory's critical role in food safety testing for aquaculture products entering the U.S. market.
