About this opportunity
The Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground is soliciting proposals for Materiel Fielding and Medical Liaison Support Services under solicitation W911QY-26-R-A007 to support the Project Manager Soldier Medical Devices (PM SMD) at Fort Detrick, Maryland. The contractor will provide comprehensive support services including program management, management analysis, logistics analysis for materiel fielding operations, medical liaison support at eight military installations, and transportation coordination with hazardous materials handling. Key requirements include possession of a Secret facility clearance, active Secret clearances for all key personnel, CMMC Level 1 certification at proposal submission, and demonstrated capability to staff 39 full-time equivalent positions within 30 days of award. The Government will evaluate proposals using a best-value trade-off approach, with technical factors (Management Approach and Fielding Support capability) weighted most heavily, followed by past performance within the past seven years, and price as the least important factor. The deadline for submitting questions is March 2, 2026, and proposals are due by 10:00 AM Eastern Time on March 23, 2026, with anticipated award on March 26, 2026, and performance beginning April 2, 2026.
This is a non-set-aside procurement with the incumbent contractor identified as ERPROSOURCE360 LLC under contract W911QY-25-C-A047. The contract is structured as firm fixed-price for labor and cost-no-fee for travel and other direct costs, with a base performance period of 12 months (April 2, 2026 through April 1, 2027) followed by four optional 12-month extension periods and an additional six-month option period, totaling approximately 5.5 years of potential performance. The total evaluated price across baseline and surge support is $2,676,000, with baseline support of $2,256,000 and surge support of $420,000. Primary performance will occur at Fort Detrick, Maryland, with distributed logistics analyst positions across Fort Bragg, Fort Campbell, Fort Hood, Fort Carson, Joint Base Lewis-McChord, Joint Base Elmendorf-Richardson (Alaska), and Daenner Kaserne (Germany), with estimated annual CONUS travel of approximately 125 trips and OCONUS travel to Korea, Japan, Germany, Kuwait, and Hawaii. The contract requires staffing of one Program Manager, one Management Analyst, ten Logistics Analyst IV positions, seven Logistics Analyst III positions, fourteen Logistics Analyst II positions, and one Administrative Assistant, with surge support providing an additional 11 positions.
